Pilots Steer Debate on Lakes

When the Malta-flagged bulk freighter Belasitza ventured up the Maumee River last month to load grain at one of The Andersons’ elevators, it marked the first time Todorov Mihaylov, the ship’s Bulgarian captain, had ever been to Toledo.

While Captain Mihaylov was on the bridge for nearly all of the river transit, however, he was not in charge of the ship’s navigation. That responsibility had been taken over by Capt.
